<p>The California State Lands Commission - Marine Facilities Division monitors marine oil transfers and works to prevent oil spills from refineries and ships carrying oil.</p>
<p>The MFD draws much of its authority from the Lempert-Keene-Seastrand Oil Spill Prevention and Response Act of 1990, which came about after the 1989 Exxon Valdez and the 1990 American Trader crude oil spills.</p> <p>The MFD's mission statement (the same as the California State Lands Commission's): "The California State Lands Commission serves the people of California by providing steward-ship of the lands, waterways, and resources entrusted to its care through economic development, protection, preservation, and restoration."</p>
