Kelly First to Qualify for City Council Race, Boulanger Pulls Papers

Attorney Bill Kelly was the first to return his completed nomination forms Tuesday.

Attorney Bill Kelly was the first resident to become an official candidate in the November Hercules City Council election, City Clerk Doreen Mathews said Thursday.

Kelly was also the his nomination packet, which was validated by the Contra Costa County Elections Division.

Also on Thursday, Councilman Gerard Boulanger pulled his nomination papers. Boulanger is the up for re-election in June to indicate he will defend his seat.
