City Employees Face More Layoffs

Friday marked the first in a series of layoffs to hit Hercules City Hall.

More city staff positions will be cut in a second and possibly third round of , said interim City Manager Fred Deltorchio, after two-dozen city employees were given pink slips Friday.

Even with the approximately 19 full-time and six part-time employees being let go—leaving departments like code enforcement, city clerk and finance with skeletal staff—Deltorchio said the city will be forced to cut more positions soon.

“We’re getting ready for round two,” he said about another series of staff cuts.

The city was recently by Municipal Resources Group—the firm hired to review and make recommendations on the city’s finances—to trim its budget for employee salaries and benefits from its current $11 million to $8 million in fiscal year 2011-2012.

After the initial layoffs take effect—employees were given two weeks notice before termination—the city will still have $9.1 million in staff salaries and benefits, Deltorchio said. “We’ll get to a point where we can’t lay anybody else off,” due to bare number of city workers still employed, Deltorchio said. At that point, the city will meet with union representatives to negotiate on salaries and benefits for certain union workers.

Deltorchio said that with few exceptions, the employees who received pink slips Friday anticipated their termination, but that didn’t make the layoff process any easier. Deltorchio likened the layoffs to watching a loved one die of an illness: “It doesn’t make it any easier just because you know” it's coming.
