Hercules PD Watch Commander's Report

In addition to the homicide last week, Hercules PD responded to a $15k copper theft and the consequences of dating a woman with an "extensive history of fraud, theft, and burglary related charges."

The following police blotter items are selected and written by the Hercules Police Department. 

Court Order Violation: On Oct. 4 at 8:23 a.m., officers responded to the 3900 block of San Pablo Ave for a report of a Restraining Order Violation. Dispatch advised that the victim stated Ibrahim Ahmed Al-Wazzan confronted him and his wife, while at a business in the 800 block of Willow Avenue. The victims have a restraining order listing Al-Wazzan as the restrained party. When the victims got into their car and drove away, Al-Wazzan followed them in his vehicle. As the victims exited the freeway and were stopped for the stoplight, Al-Wazzan pulled along the left side of their car and began taunting them with hand gestures. The victim exited his vehicle and confronted Al-Wazzan at the front passenger side of Al-Wazzan’s vehicle. They argued briefly and Al-Wazzan threw his cup of coffee at the victim and sped off at a high rate of speed. The victim called the police from his cell phone while they followed Al-Wazzan. All parties were contacted and Al-Wazzan was arrested for violating the restraining order. He was transported to Martinez Detention Facility.

Found Property: On Oct. 4 at 11:22 a.m., a resident from the 1000 Avocet reported locating mail in the empty lot across the street from his residence. Most of the mail was coupon/mailers/junk mail along with mail from residences in Hercules. The reporting party saw three females smoking in a dark colored, early model Dodge minivan around 2:00 a.m. in the location where the mail was located. He did not call the police because they were not loud. Officers had responded to the area earlier for opened mailboxes.

Mental Evaluation: On Oct. 4 at 12:08 p.m., officers were dispatched to the 1100 block of Cottage Lane for a “911” call with voices heard in the background. Officers contacted the resident who told officers that her son grabbed a bat, told her he was he was going to kill a female that he is legally restrained from contacting, and left on foot towards Hercules Avenue. Officers contacted the resident’s son at the bus stop on San Pablo Avenue at Hercules Avenue with the baseball bat inside his backpack. He was evaluated and met the criteria for a mental health evaluation. He was transported to Contra Costa Regional Medical Center by AMR.

Grand Theft of Copper Wire: On Oct. 4 at 12:36 p.m., AT&T site supervisor called to report that someone stole 250 feet of copper wire from the area of Sycamore Avenue at Claey’s ranch. The suspect(s) somehow climbed an 18 ft. utility pole and removed the wiring sometime between 2 a.m. and 4 a.m. the previous night. Cost for repair to the damaged wiring is estimated at $15,000.

Fraud: On Oct. 4 at 12:43 p.m., a resident from Mesa Court called to report that someone had transferred money from his Bank of America checking account to another account. He reported the fraudulent transaction to B of A. The resident suspects his ex-girlfriend because she had access to a lot of his personal information. The ex-girlfriend has an extensive history of fraud, theft, and burglary related charges.

Mental Health Evaluation: On Oct. 4 at 4:24 p.m., The security guard at the County Social Services building at 151 Linus Pauling requested emergency cover for an out of control male in the lobby. Officers arrived on scene and detained the out of control subject in the lobby of the building. The male, who is mentally challenged, attacked his caregiver and had to be wrestled to the floor by the security guard. The male was sent to Contra Costa Regional Medical Center by AMR.

Mental Health Evaluation: On Oct. 4 at 6:05 p.m., officers were dispatched to the 2300 block of Redwood for a report of a fight between a male and female. Officers arrived and contacted a 19 year old male and his 17 year old girlfriend. There was no altercation between the male and female but the male was off his psychiatric medication. He had banged his head against a tree causing a small cut on his forehead. He was sent to Contra Costa Regional Medical Center by AMR.

Auto Burglary: On Oct. 4 at 7:10 p.m. an officer was dispatched to a business’ rear parking lot, in the 800 block of Willow Avenue for a report of an auto burglary. The victim reported his 2007 Ford Fusion had its left rear window broken out by an unknown suspect.  A black handbag containing text books and misc. mail was stolen. The auto burglary occurred between 6:15 p.m. and 7:10 p.m.

Vehicle Fire:  On Oct. 4 at 11:28 p.m., officers were dispatched to a report of a vehicle fire at the Victoria Green Apartments, in the 100 block of Paradise. Officers arrived to find Rodeo-Hercules Fire extinguishing a fire in the engine compartment of a Gray ’89 Mercedes Benz 560 SEL. A registration check of the 560 SEL’s license plates revealed the license plates belonged to a ’98 Dodge registered to Pick N Pull out of Richmond. The 560 SEL’s registration is expired as of February 2009.  Officer Barazoto contacted the vehicle’s owner, 28 year old Michelle Bracy of Hercules. Bracy told officers she recently purchased the 560 SEL from a male in San Pablo for $100.

Homicide: On Oct. 5 at approximately 10:45 p.m., Hercules Police Officers were dispatched to 124 Ash Ct.  The Reporting party said they found their neighbor unconscious, inside her home at 124 Ash Ct. 

Officers arrived at 10:49 p.m. and contacted the reporting parties, who are neighbors of the victim. The neighbors said they received a call from the husband of the victim, and he asked then to check on his wife.  She was supposed to pick him up at the Oakland airport, and had not arrived.  The neighbors went to the victim’s residence and found her lying on the floor, in the front of the house.  The victim was not responsive and the neighbors saw what they believed to be blood.

Officers entered the house and found an Asian Female, in her 50’s, laying in the front entryway.   The victim appeared to be deceased and that was confirmed by Paramedics from the Rodeo- Hercules Fire Department.

Officer cleared the house for any additional victims and/or suspects, and there were none.  It was determined that the family vehicle was missing from the garage.  It is described as a 2011 Subaru Outback, sky blue in color, with an Idaho license plate of 1A1F680.
