Who is running Hercules Middle High School?

I just read the following posted on the Hercules Middle-High School website by Principal Jen Bender.

"Many of you expressed that you would prefer that teachers updated Powerschool more often and that assignments were put in in advance so that you knew what was coming and could ask about that work. While this is not something we can mandate we will work on it in order to better serve your child."

"While this is not something we can mandate?"  Who is running the school?  I thought IT training was going to be addressed in the most recent UTR contract, that teachers would be making maximum use of internet technology.  I'm a unionized government employee.  Where I work, my supervisor tells me what to do and I do it.  My supervisor looks at my workload and makes the necessary adjustments.  If employees in my workplace need training, they receive it.  What Principal Bender refers to as a "mandate" is also known as an "order" by most supervisors and employees in the rest of the working world.  Why is Hercules Middle High School and the WCCUSD any different?

If the teachers simply do not have the time and training, then Principal Bender should state this instead of defaulting to the standard "It's a union issue" which only further strains the relationships of all education stakeholders.

Is Principal Bender's choice of words a call for help?  She has clearly articulated to us that she cannot do her job.  Now I'm beginning to feel like I am in the middle of an accountability shell game.  This is why people want charter schools, because there is a defined chain-of-command with resultant accountability.

Who should we believe is the cause of this problem?  Maybe it isn't UTR, but instead, the administration?  Have they not provided the necessary training and infrastructure for our teachers to be trained on Powerschool?  Isn't this the same school site with the least number of computers per student body in the district?   

Maybe teachers should invite parents for a demonstration on what the implementation of Powerschool looks like with respect to time and training.  This could be presented at all of the Hercules School Site Council meetings.  I understand that teachers, like the rest of us, have limited time for their jobs.  We can't just keep piling on request after request on their plates.  The WCCUSD teachers have been put through the ringer as a result of budget cuts and new standards, etc.  Still, I thought this use of IT was supposed to make their jobs more efficient, that they could then communicate with parents en masse.  Can volunteers help with this task?  I'd do it.  

Let's request all Hercules School Site Councils to have teachers walk us through the training and use of Powerschool so we can better understand the situation at hand. Such technology is critical in this day and age, when like teachers, parents are also working more and more.  The schools' ask parents to be more involved.  We also need the tools to do this.
