Easement Dispute Threatens Hercules Apartment Complex Construction

Some Bayside residents disagree with their homeowners association's demands on easement access

A dispute over a back-alley easement is holding up construction at a half-finished apartment complex in Hercules' Bayside neighborhood, according to a story in the Contra Costa Times.

The project developers, UC-BNB Partners, is asking the Bayside Homeowners Association for permission to use the easement so it can finish construction of the four-story building, which is now covered in white weather-proofing wrap.

However, the homeowners association has told the developers it will only grant easement access if the top two stories of the Sycamore North/Town Centrale project are eliminated. The developers won't agree to that demand, the Times reported.

Some homeowners are complaining their association is hurting their interesting by blocking the project, according to the Times article.
